Are you familiar with Cygwin?  You can run Radiance under Cygwin (inside of Windows).  Then you have access to the full version of Radiance.

Dear Radiance users,

Does anyone have any advice on how to obtain/find alternatives for ra_tiff and falsecolor on windows? 

I have been using the following install on win 7 64bit: 
"MinGW Radiance 3R9 installer for Windows" from http://www.bozzograo.net/radiance/index.php?module=Downloads&func=view&cid=4&start=0
