Pally,

I used PAR::Packer, like you did. This is explained on the download page:

I am providing the binaries for convenience to my students and others,
which is why I posted on general, not dev.  I have found that most
people find installing Radiance (not just under Windows) very
difficult, due to
a) Perl dependency
b) env variables
Not much that can be done about b), but I'm trying to help with a)
under Windows.
