[Radiance-general] Choice of primaries

Originally, yes.  They were selected based on the recommendations of  
Gary Meyer in an old report where he measured the chromaticities of a  
bunch of different CRT monitors.  Since then, the sRGB standard came  
out with slightly different RGB primaries, unfortunately.
