Mmm.. as proved, my ignorance is great, and probably my english is poor too. 

I'm sorry Greg but I didn't understand the following:

What are HEADs in radiance-online.org ?
And actually it is not orientation of photometric distribution the thing which is wrong, but just the luminaire shape which is rotated.. (due to ies2tab and not to ies2rad). But I could be wrong...
