This version does not compile on Windows for 2 main reasons:
1. The folder build_utils is missing in the distribution, so the SCons 
build script aborts.
2. The changes I sent to Georg Mischler beginning this week are missing. 
If you fix problem 1, the build process will terminate with errors.
