Hi Aleksandar-

It appears to be unreachable from here (east coast of the USA) as well. 
  AFAIK, Radiance was not distributed on the workshop CD.  I'm sure it's 
just a temporary outage; you might want to just try again tomorrow at 
radsite.lbl.gov.
