[Radiance-general] posting guidelines

Hi Santiago,

While we have no official policy on the posting of jobs on the mailing list, we have done it a number of times in the past and received no complaints.

I think it is a fine use of the mailing list, though I would recommend that you use the Radiance Discourse server at this point.
