I have installed radiance for windows 7 and this has created a number of files including a genbsdf.exe, I'll try that and the link Axel posted,
Will let you know if I succeed,

I've compiled the four Perl scripts that come with the NREL Radiance for Windows, but have not had tested them extensively:

No need to install the Perl interpreter now.
