Re-2: [Radiance-general] CIE TC 3.33

I'm still looking at this.  My main hesitation is that the changes,  
while improving the accuracy for disk sources at close quarters, will  
increase the number of samples by a factor of six for distant disk  
sources.  That's a trade-off I'd rather not make, so I'm thinking of  
how we might get around it.
